Who Can Apply?

To qualify for the PhilSA AD ASTRA Scholarship Program, applicants must meet the following minimum requirements:

Must not be more than 45 years old at the time of application for Masters and Doctorate Scholarships and not more than 50 years old for stand-alone sandwich programs.

Must be a Filipino citizen.

Must be in good health.

Must be of good moral character as attested by two (2) character references.

Must have a relevant Bachelor’s or Master’s Degree.

Must have no pending administrative/criminal case.

Must have no pending service obligation from any previous scholarship programs unless cleared or permitted for deferment.

Must have a research/thesis/dissertation plan aligned with PhilSA’s Key Development Areas.

Must have passed admission requirements of a CHED-recognized Higher Educational Institution (for local scholars).

Must have passed the internal scholarship selection process of their agency (for government employees).

Must have formal acceptance to a host institution.

Application Requirements

Applicants must prepare and submit the following documents. Incomplete applications will not be considered, so ensure all items are complete, certified, and accurate.

  1. Duly accomplished PhilSA Scholarship Program Application Form (Form 1)

  2. Three recommendation letters (Form 2)

  3. Research and Career Plans (Form 3A) or Implementation Plan (Form 3B) and approved proposal

  4. Completed Proposed Budget Form (Form 4)

  5. Cover Letter

  6. Updated Curriculum Vitae

  7. Passport size photo

  8. PSA Copy of Birth Certificate

  9. Medical Certificate

  10. Valid NBI Clearance

  11. Certified True Copy of Grades/Transcript of Records

  12. Certified True Copy of Diploma/Graduation Certificate

  13. Proof of Acceptance to University/Host Institution

  14. Certificate of No Pending Service Obligation or Deferment Approval (if previously under a scholarship program)

  15. Certificate of No Pending Administrative Case (if government-employed)

  16. Endorsement Letter from Head of Agency (if government-employed)
